Tracy P. Gilliam, P.E.

Owner/CEO

Mr. Gilliam, has over 20 years of Civil Engineering experience in Project and Program management. He founded XPERTZ ENGINEERING in October 2011. Prior to starting the firm he worked for the Wisconsin Department of Transportation (WisDOT), during which time he had a number of leadership roles on high profile projects such as the Zoo Interchange Project, and Marquette Interchange Projects.  Also, Mr. Gilliam was a part of WisDOT’s management Team, and held the title of design and construction Project Manager for more than eight (8) years.

Mieczyslaw Zylow,  Senior Engineer

Mr. Zylow has 20 plus years of construction experience that includes project management, material testing, field inspection, grading, drainage, erosion control, storm sewer installation, project finals, and commercial developments.  He has extensive experience in traffic mitigation projects, project management, construction inspection, construction management, and quality control/assurance. Project Management responsibilities ranged from overseeing all project managers to project analysis and client relations, construction documents, construction engineering, marketing, establishing project and company budgets and development of contract documents. Responsibilities also included billing and project tracking to insure projects were on time and within budget. Construction Management responsibilities included inspection and surveying, identifying and measuring base patch locations, reviewing contractor pay requests, prepare and approve contract change orders, communication with stakeholders and concerned residents, scheduling and coordination of the prime contractor, subs, and utility contractors.

Gerald Roesing, P.E.,  Senior Engineer

Mr. Roesing is a licensed Professional Engineer with over 40 years of experience that includes project management, construction inspection, construction staging, grading, drainage, erosion control, and road design. He has extensive experience in project management and roadway design. His Project Management responsibilities ranged from overseeing all project managers, developing transportation focus groups, client relations, construction documents, construction engineering, development of contract documents, and establishing project budgets. Responsibilities also included billing and project tracking to insure projects were on time and within budget. Construction Management responsibilities included inspection and surveying, reviewing contractor pay requests, prepare and approve contract change orders, communication with stakeholders and concerned residents, scheduling and coordination of the prime contractor, subs, and utility contractors.

James Townsend, Senior Cadd Designer

Mr. Townsend has over 20 years of experience with micro-station, and various design software, including CAICE, INROADS, & GEOPAK. His capabilities include taking survey, mapping, and as-builts to formulate databases for project improvements. Ability to use database and design software to create design templates, cross sections, project construction drawings, traffic control, erosion control, pavement marking, and signing. Mr. Townsend was a lead designer on several major WISDOT projects where coordination with multiple engineering entities and personnel was required. During the last 10 years he has trained new technicians, and engineers in micro-station and WISDOT design plan protocols.
